Civilian Carry Assessment and Range Evaluation (CCARE) protocol:
This Civilian Carry Assessment and Range Evaluation (CCARE) protocol replaces the Permit to Carry Safe Handling and Proficiency Qualification protocol (HQC2-modified) issued on July 21, 2023. An individual who has satisfied the HQC2-modified protocol is deemed to have met the requirements of the CCARE protocol for purposes of complying with N.J.S.A. 2C:58-4(g)(2)
- A total of 50 rounds
- The participant must perform the following strings of fire from each of the following distances: 3 yards, 5 yards, 7 yards, 10 yards, and 15 yards.
- For each of the above distances: On command, from a secured and concealed holster position, draw and fire 5 rounds. Holster a safe, decocked, if applicable, weapon.
- Repeat the string of fire to fire a total of 10 rounds at each distance.
Important Notes:
- You must be legally eligible to possess and handle firearms.
- Bring a government‑issued photo ID and all required forms for the states you are applying to.
- Prior handgun experience is required; this course focuses on qualification and includes only a brief review of safety and fundamentals.
- Course fees cover training only. They do not include any government application or licensing fees, permit fees, fingerprinting fees, range fees, or other third‑party costs.
- Ammunition, eye protection, and ear protection are not provided and must be supplied by you unless your course confirmation email states otherwise.
- Ammunition and protective equipment may be available for rental or purchase at the range.
- If you do not have a firearm, one will be provided at no extra charge.
- If you have a firearm, bring it in safe working condition and transport it in compliance with all applicable laws and range rules.
